Was looking under all the tabs on how to switch on moderation. Will keep looking a little longer before I throw my hands up in exasperation and ask you for advice.
As Daniella says, go to ‘Settings’ (see right hand side of screen) then ‘Discussion’ and look under the heading ‘Before a comment appears’: I have only ticked “comment author must fill out name and e-mail”. For the other settings on this page I have everything ticked in the first 2 sections and nothing ticked after the first 3 sections, except I do ‘show avatars’.

Maybe try checking your discussion settings. To do this click settings and then the link for discussion.
